Fifty Governments Stand Firm on the Drive for Economic Resilience

Rotterdam, the Netherlands, April 16, 2025 (GLOBE NEWSWIRE) — The Global Center on Adaptation (GCA) today hosted an inaugural Ambassadors’ Forum galvanizing global support for accelerating adaptation at speed and at scale. The event, hosted at the GCA’s Rotterdam Headquarters, called on governments, industries and civil society to redouble efforts to build “resilient economies” as the growth engine for the 21st century.

Ambassadors and senior diplomatic representatives from 50 nations gathered in a show of support and unity for the adaptation and resilience agenda. Delegates committed to spurring sustainable growth, fostering new industries, driving innovation, and unlocking private finance to ease mounting pressures on development aid and public climate finance. The global market for climate adaptation solutions—such as advanced weather analytics, parametric insurance, and water–efficient infrastructure— is projected to be worth USD 2 trillion annually by 2026.

Welcoming the attendees, Professor Patrick V. Verkooijen, President & CEO of the Global Center on Adaptation, lauded the diplomatic community for recognizing that adaptation is not merely a defensive measure but an essential component of global economic strategy: “We are already in the ‘Resilience Endgame’. We must prepare today for the 1.5–degree world. The devastating global impacts we see today need not define the society of tomorrow. The escape plan is to double down on adaptation and capture its incredible economic dividends.” He added that “the Africa Adaptation Acceleration Program, our flagship initiative, the largest adaptation program in the world, has shown us that growth and building resilience are intrinsically linked. But we can do so much more – together. Adaptation is about future–proofing our economies, protecting critical infrastructure, safeguarding food supplies, and ensuring that new opportunities can thrive in changing conditions. By rallying together, we multiply the impact of innovative investments and encourage the ‘resilience dividend’—the powerful, compounding benefits that flow from forward–thinking action.”

Delivering remarks, Professor Jan Peter Balkenende, Former Prime Minister of the Netherlands, Minister of State, and Executive Board Member of the GCA, emphasized that genuine progress on climate resilience will unlock broad–based dividends: “What happens in the most vulnerable countries does not stay there. Climate change amplifies food insecurity, migration, and conflict. In fragile states, environmental stress can become a security threat. Europe and the world must take this seriously. Investing in resilience is not only right — it is wise.” He added that “This is why we need true global cooperation, based on shared interest and shared responsibility.”

Reflecting on adaptation efforts in Africa and beyond, H.E. Halima Mucheke, Ambassador of the Republic of Kenya in the Kingdom of the Netherlands, spoke about the significance of GCA’s new headquarters in Nairobi: “Kenya is proud to host the GCA’s new headquarters in Nairobi which will intensify support for adaptation programs across Africa, leading these programs North–South. Around the world, resilient infrastructure is the hot new investment class. Climate adaptation is a framework for protecting infrastructure, securing food systems and creating new business and job opportunities. And it is being aided by a thriving market in climate solutions.” He added that “The continent’s leading initiative in this area – the Africa Adaptation Acceleration Programme (AAAP) – has already channelled more than $15bn to strengthen essential systems against climate shocks. These funds are helping to secure the adaptability and livelihoods of nearly 60 million vulnerable people in 40 countries. We need to keep scaling this up, working as a global community, North–South, South–South, South–North–all together.”

Following the opening remarks delegates also heard from the lead architect and founder of Powerhouse Company, Nanne de Ru, about how GCA’s European headquarters at the Floating Office Rotterdam is an award–winning sustainable building recognized worldwide as a model for climate–resilient infrastructure.
The reception forms part of GCA’s broader advocacy strategy to advance climate adaptation solutions worldwide—focusing on protecting infrastructure, securing food systems, catalysing economic growth, and fostering global collaboration. By bringing together high–level diplomats, GCA reinforced its role as a leading international organisation in developing and implementing adaptation strategies that bolster economies against intensifying climate shocks.

Nauru Launches Innovative Citizenship Program at COP 29, Linking Investment to Climate Action

BAKU, Azerbaijan, Nov. 13, 2024 (GLOBE NEWSWIRE) — The Government of the Republic of Nauru unveiled its groundbreaking Nauru Economic and Climate Resilience Citizenship Program at the 2024 United Nations Climate Change Conference (COP 29) in Baku today, directly addressing the key conference themes of climate finance and adaptation. In his address to COP 29 delegates, Hon. Asterio Appi, Nauru’s Minister for Climate Change and National Resilience, presented the innovative financing initiative as an opportunity for conscientious investors to acquire an additional citizenship while contributing to climate adaptation and sustainable development projects in the South Pacific.

Minister Appi highlighted the program’s broader impact: “Nauru, like many South Pacific nations, plays an outsized role in protecting globally significant biodiversity. Our ecosystems support more rare, endangered, and threatened species than those anywhere else on Earth. Yet we stand on the frontlines of climate change, facing rising sea levels, intensifying storm surges, and accelerating biodiversity loss. The consequences of global warming are rendering Pacific Island states increasingly uninhabitable. By choosing Nauru’s citizenship program, investors aren’t merely securing their own future — they’re investing in the future of our planet.”

The UN has repeatedly stressed that access to finance, and in particular climate finance, is a critical enabler to help Small Island Developing States (SIDS) achieve their Sustainable Development Goals. As it points out, SIDS are disproportionately and increasingly affected by the impacts of climate change and urgently require access to external financial support to build resilience in the social, economic, and natural systems on which they, and the rest of the world, depend. However, the current climate and development finance architecture is exceedingly complex and ill–equipped to operate efficiently, fairly, and at the speed and scale needed to meet SIDS’s needs.

Secure global mobility and contribute to a sustainable future

Speaking at the program’s launch event in Baku, newly appointed Director of Compliance of the Nauru Economic and Climate Resilience Citizenship Program Office, Isa Seow, pointed out that as the world’s smallest independent republic and third–smallest country, “Nauru is a testament to resilience and innovation, pioneering a unique approach to citizenship that combines economic growth with environmental stewardship.”

Seow explained that the program offers a streamlined path to citizenship, with processing times of just three to four months. Investors can secure Nauruan citizenship through a contribution to the national Treasury Fund, starting at USD 105,000 for a single applicant. This investment unlocks benefits for international investors including visa–free access to 89 destinations, unrestricted dual citizenship, and the ability to extend citizenship to family members.

He underscored the program’s commitment to integrity: “We’ve implemented rigorous due diligence processes and robust governance structures to ensure that only individuals of the highest caliber participate in shaping Nauru’s future. This program isn’t just about acquiring another passport; it’s about joining a community dedicated to pioneering solutions for global challenges.”

Sovereign equity instead of sovereign debt

Nauru’s government has mandated leading international investment migration advisory firm Henley & Partners to design, set up, and run the Nauru Economic and Climate Resilience Citizenship Program. The firm’s Government Advisory practice has assisted the governments of over 20 jurisdictions and countries across Africa, Asia, the Caribbean, Europe, the Middle East, North America, and Oceania in designing, setting up, operating, and promoting investment–related residence and citizenship programs and has raised more than USD 15 billion in foreign direct investment.

His Excellency David Adeang, President of the Republic of Nauru, says, “Investment migration has emerged as a powerful mechanism for mitigating sustainability risks and enhancing climate resilience. Nauru’s program sets a new standard in this realm, channeling investments directly into projects that safeguard the nation’s future and contribute to global environmental preservation. Nauru’s innovative approach offers a tangible example of how nations can leverage private investment to address pressing environmental challenges.”

Dr. Juerg Steffen, CEO of Henley & Partners, says, “What sets residence and citizenship by investment programs apart from debt–driven financing approaches is that they enhance the sovereign equity of the nations that host them. They do not require compromising or sacrificing one strategic objective to achieve another. Investment migration is a true win–win, long–term, sustainable solution for all stakeholders, whether they are investors or nation states and their citizens. More and more governments are seeing the benefits of residence and citizenship programs as a mechanism to mitigate sustainability risks by financing development initiatives.”

Staatliches Eigenkapital statt Staatsschulden

  • Fortrea for Life: Verantwortungsvolle Umweltpraktiken
  • Fortrea for All: Verantwortungsvolle Personalführung
  • Fortrea for Good: Verantwortungsvolle Praktiken für die Gesellschaft
  • Fortrea for Integrity: Verantwortungsvolle Unternehmensführung

  • Fortrea for Life: Práticas Ambientais Responsáveis
  • Fortrea for All: Práticas de Pessoas Responsáveis
  • Fortrea for Good: Práticas Sociais Responsáveis
  • Fortrea for Integrity: Práticas de Governança Responsável
