Palmarès 2025 des meilleurs programmes de migration d’investissement du monde

LONDRES, 25 févr. 2025 (GLOBE NEWSWIRE) — Malte conserve la 1re place dans l’édition 2025 du Global Citizenship Program Index (Indice du programme mondial de citoyenneté) pour la 10e année consécutive, tandis que la Grèce atteint le sommet de l’édition 2025 du Global Residence Program Index (Indice du programme mondial de résidence) pour la première fois, soulignant ainsi la prédominance des programmes européens de résidence et de citoyenneté par investissement dans le classement annuel établi par Henley & Partners visant les programmes de migration d’investissement les plus recherchés à travers le monde. 

Le cabinet a intégré des clients de 94 nationalités différentes en 2024 et a reçu des demandes de renseignements de plus de 180 pays. Les ressortissants américains ont représenté 23 % des demandes traitées par Henley & Partners l’année dernière, soit presque autant que les quatre groupes de nationalités suivants — Indiens, Turcs, Philippins et Britanniques — réunis. En comparant le nombre de clients américains de 2024 à celui d’il y a cinq ans (2019), nous constatons une augmentation stupéfiante de plus de 1 000 %. L’année dernière a également été un record pour le Royaume–Uni, avec une augmentation de 57 % du nombre de demandes soumises par des citoyens britanniques en 2024 par rapport à 2023.

Les deux indices — présentés dans l’édition 2025 du rapport Investment Migration Programs (Programmes de migration d’investissement) — dressent un bilan systématique assorti d’un benchmarking complet des programmes de résidence et de citoyenneté par investissement les plus attractifs au monde, constituant ainsi l’étalon–or du secteur. Ils se sont également efforcés de dresser des comparaisons numériques interactives des programmes pour permettre à des investisseurs internationaux et à des familles fortunées de sélectionner les programmes en fonction des critères qui comptent le plus à leurs yeux.

Programmes de citoyenneté : Malte règne en maître

Le Global Citizenship Program Index (Indice du programme mondial de citoyenneté) classe 14 programmes, où Malte, stratégiquement située au cœur de l’Europe, monte sur la première marche du podium pour la 10e année consécutive en obtenant la note de 76 sur 100. Le programme de citoyenneté par l’investissement de l’Autriche, qui exige des candidats qu’ils apportent une contribution substantielle à l’économie du pays, conserve la 2e place avec un score de 75. Les deux places suivantes sont occupées par des pays insulaires des Caraïbes : Grenade, 3e avec un score de 69, et Antigua–et–Barbuda, 4e avec un score de 67.

Trois autres petits États insulaires en développement (PEID) se partagent la 5e place, avec un score de 66 chacun : Nauru, nouveau venu dans l’indice, ainsi que Saint–Christophe–et–Niévès et Sainte–Lucie. Le programme de citoyenneté de Nauru offre des avantages significatifs en matière de mobilité mondiale. Il permet d’obtenir un passeport alternatif et sûr pour voyager, avec un accès sans visa à certains des principaux centres de richesse du monde. Les candidats retenus contribueront également à trouver des solutions à la crise climatique dans le Pacifique Sud, où les PEID sont confrontés à l’élévation du niveau des mers et à la perte de biodiversité. Les fonds seront affectés à des projets de développement, notamment des initiatives de résilience climatique, des améliorations des infrastructures, des projets d’énergie renouvelable et une diversification économique durable.

Programmes de résidence : la Grèce remporte la palme

Dans le classement 2025 du Global Residence Program Index (Indice du programme mondial de résidence), qui évalue 26 programmes, le programme de visa d’or de la Grèce, très prisé, occupe la première place avec un score de 73 sur 100, détrônant ainsi le Portugal, qui a occupé ou partagé la première place au cours des neuf dernières années. Le Portugal occupe désormais la 3e place à égalité avec l’Italie et le Royaume–Uni, qui obtiennent tous un score de 70, tandis que la Suisse, qui dispose d’une option développée par Henley & Partners combinant la résidence privée et les dispositions fiscales du forfait suisse, se classe en 2e position avec un score de 72.

L’Australie, qui a récemment lancé son programme National Innovation Visa (NIV) pour attirer des talents technologiques de haut niveau, le Canada, qui a apporté des modifications à son programme Start–Up Visa afin d’améliorer son attrait et sa flexibilité pour les entrepreneurs, et l’Espagne (dont la clôture est prévue début 2025) sont tous trois en 4e position, avec un score de 69 chacun. Les Émirats arabes unis, qui ont stratégiquement développé leur programme de visas d’or l’année dernière pour attirer les meilleurs talents et stimuler la croissance et l’innovation, complètent le Top 5 avec un score de 68.

La Hongrie, l’un des deux nouveaux venus dans l’indice en 2025, se classe 6e avec un score de 67. Centres de richesse petits mais puissants, le Luxembourg et Singapour occupent les 7e et 8e places, avec des scores respectifs de 66 et 65. Deux autres pays se partagent la 9e place : Jersey et Panama, qui obtiennent tous deux un score de 64. Le Costa Rica, deuxième nouveau venu dans l’indice, complète le Top 10 avec un score de 63 sur 100. The Global Citizenship Program Index ranks 14 programs, with the strategically located European nation of Malta scoring 76 out of 100 and taking top honors for the 10th consecutive year. In the 2025 Global Residence Program Index, which ranks 26 programs, Greece’s popular golden visa program secures top spot with a score of 73 out of 100, toppling Portugal, which has held or shared first place for the past nine years. Portugal now ranks joint 3rd with Italy and the UK, all scoring 70, while Switzerland, which has an option developed by Henley & Partners that combines private residence with Swiss forfait tax provisions, ranks 2nd with a score of 72.

Das Netz ist auch für GEO–Satelliten ausgelegt und gewährleistet trotz höherer Latenzzeiten eine konsistente Abdeckung. Mit diesem Ansatz können GEO–Betreiber NTN–Dienste sofort monetarisieren.

Diese branchenweit erste Sprachverbindung wurde bereits im Januar 2025 unter Verwendung des Standard–Codecs, des Altair ALT1250–Moduls von Sony, des Mavenir Open RAN (Open vRAN und Open Beam Radio) und des Mavenir Converged Packet Core sowie in Zusammenarbeit mit Terrestar erzielt.

Der erfolgreiche VoNB (Voice over NB–IoT)–Anruf verdeutlicht die führende Rolle von Mavenir und Terrestar bei der Bereitstellung innovativer Lösungen, die die Konnektivitätslücke in anspruchsvollen und abgelegenen Umgebungen schließen. Die Zusammenarbeit ermöglicht durch die Nutzung der auf 3GPP–Standards basierenden NTN–Technologie die Integration von satellitengestützten und terrestrischen Netzen, um unterversorgte Regionen lückenlos zu vernetzen, IoT–Anwendungsfälle zu unterstützen und den Umfang zuverlässiger Kommunikationsmöglichkeiten auszuweiten.

Diese Errungenschaft ebnet den Weg für eine breitere Nutzung von NTN–basierten NB–IoT–Lösungen und die stärkere Einbindung von Sprachdiensten in IoT–Ökosysteme im Zuge der fortschreitenden Entwicklung der Standards.
