Vom 9. bis 10. Juni (Ortszeit) fand das erste Meeting des chinesisch–amerikanischen Wirtschafts– und Handelskonsultationsmechanismus zwischen den beiden größten Volkswirtschaften der Welt statt. Sie erzielten eine grundsätzliche Einigung über die Umsetzung des wichtigen Konsenses, den die beiden Staatschefs bei ihrem Telefonat am 5. Juni erzielt hatten, sowie über den Rahmen für Maßnahmen zur Konsolidierung der Ergebnisse der Wirtschafts– und Handelsgespräche in Genf.

Der chinesische Vizepremier He Lifeng, Pekings führender Vertreter für chinesisch–amerikanische Handels– und Wirtschaftsfragen, nahm an dem Meeting mit Washingtons führendem Vertreter, Finanzminister Scott Bessent, US–Handelsminister Howard Lutnick und dem US–Handelsbeauftragten Jamieson Greer teil. Er bezeichnete das Meeting als wichtige Konsultation unter der strategischen Leitung der beiden Staatschefs.

Der Vizepremier wies darauf hin, dass die Wirtschafts– und Handelsbeziehungen zwischen China und den USA auf gegenseitigem Nutzen und einer für beide Seiten vorteilhaften Zusammenarbeit beruhen und dass die Zusammenarbeit zwischen China und den USA im Wirtschafts– und Handelsbereich beiden Seiten zugutekommt, während eine Konfrontation beiden Seiten schadet.

Handelsbeziehungen sind für beide Seiten von Vorteil

Das erste Meeting des chinesisch–amerikanischen Konsultationsmechanismus für Wirtschaft und Handel fand knapp einen Monat nach den bedeutenden Fortschritten statt, die beide Seiten bei einem hochrangigen Treffen am 10. und 11. Mai in Genf erzielt hatten.

In einer gemeinsamen Erklärung vom 12. Mai haben China und die USA vereinbart, die bilateralen Zölle erheblich zu senken. Die USA haben 91 Prozent ihrer zusätzlichen Zölle auf chinesische Waren aufgehoben, woraufhin China im Gegenzug 91 Prozent seiner Vergeltungszölle auf US–Importe abgeschafft hat. Darüber hinaus setzte die USA die 24–prozentigen „Gegenzölle” für 90 Tage aus, während China seine entsprechenden Gegenmaßnahmen ebenfalls aussetzte.

Während ihres Telefonats letzte Woche erklärte der chinesische Präsident Xi Jinping, das Meeting in Genf sei ein wichtiger Schritt vorwärts bei der Lösung wirtschaftlicher und handelspolitischer Fragen durch Dialog und Konsultationen und werde von beiden Gesellschaften und der internationalen Gemeinschaft begrüßt, während US–Präsident Donald Trump es als sehr erfolgreich bezeichnete und erklärte, es sei ein gutes Abkommen zustande gekommen, und versprach, die USA würden mit China zusammenarbeiten, um das Abkommen umzusetzen.

Unmittelbar nach der Anpassung der Tarifpolitik stiegen die Containerbuchungen von China in die USA laut Vizion, einem Anbieter von Containerverfolgungsdaten, um fast 300 Prozent.

Ein Manager eines Frachtlagers im Hafen von Yantian in Shenzhen, der über ein Viertel des gesamten chinesischen Exportvolumens in die USA abwickelt, teilte der China Media Group mit, dass das Volumen der eingehenden Container um über 60 Prozent gestiegen sei und von etwa 120 auf über 200 Container pro Tag Ende Mai angestiegen sei.

Elles sont convenues d’un accord de principe portant sur la mise en œuvre du consensus majeur agréé par les deux chefs d’État lors de leur entretien téléphonique du 5 juin dernier, ainsi que sur le cadre des mesures venant consolider les conclusions des débats de nature économique et commerciale tenus à Genève.

Le vice–Premier ministre chinois He Lifeng, responsable des affaires économiques et commerciales Chine–États–Unis à Pékin, a participé à la réunion de concert avec ses homologues américains, le secrétaire au Trésor Scott Bessent, le secrétaire au Commerce Howard Lutnick et le représentant pour le commerce extérieur Jamieson Greer. Il a qualifié la réunion de consultation majeure menée sous l’instigation stratégique des deux chefs d’État.

En soulignant qu’une mutualisation des avantages doublée d’une coopération réciproquement gagnante constituaient les deux principaux piliers de saines relations économiques et commerciales entre la Chine et les États–Unis, le vice–Premier ministre a relevé que la coopération en la matière profite aux deux parties, tandis que la confrontation leur nuit.

Sun Taiyi, professeur associé de sciences politiques à l’université étasunienne Christopher Newport a indiqué au CGTN que la dernière réunion a permis aux deux géants de clarifier les questions économiques et commerciales en suspens et de participer à la remise d’aplomb des relations bilatérales.

Des relations commerciales bénéfiques aux deux parties

La première réunion du mécanisme de consultation économique et commerciale Chine–États–Unis s’est tenue près d’un mois après les nets progrès réalisés lors d’une réunion de haut niveau organisée à Genève, en Suisse, les 10 et 11 mai.

Dans une déclaration conjointe publiée le 12 mai, la Chine et les États–Unis sont convenus de réduire de manière significative leurs droits de douane bilatéraux. Les États–Unis ont ainsi levé 91 % de leurs droits de douane supplémentaires visant les importations chinoises, et la Chine a fait de même en retirant 91 % de ses droits de douane de rétorsion sur leurs homologues américaines. Les États–Unis ont par ailleurs suspendu 24 % des « droits de douane réciproques » pendant 90 jours et la Chine a parallèlement gelé les contre–mesures correspondantes.

Durant leur entretien téléphonique de la semaine dernière, le Président chinois Xi Jinping a fait valoir que la réunion de Genève, reposant sur le dialogue et la consultation, représentait une étape capitale vers la résolution des différends économiques et commerciaux et qu’elle avait été favorablement accueillie par les représentants des deux pays comme par la communauté internationale. Le Président américain Donald Trump a quant à lui qualifié cette réunion de fort réussie et a affirmé qu’elle avait abouti à un bon accord, engageant son pays à coopérer avec la Chine pour le mettre sur pied.

Selon Vizion, fournisseur de données de suivi des conteneurs, les réservations de conteneurs de la Chine vers les États–Unis ont bondi de près de 300 % à la suite immédiate de l’ajustement des politiques douanières.

Un responsable d’un entrepôt de fret du port de Yantian, à Shenzhen – qui gère plus d’un quart du volume total des exportations chinoises vers les États–Unis – a indiqué à China Media Group que le volume des conteneurs entrants s’était relevé de plus de 60 %, passant d’environ 120 à plus de 200 conteneurs quotidiens fin mai.
