 في سابقة تاريخية، استضافت إحدى دول آسيا الوسطى النسخة الثانية من قمة الصين وآسيا الوسطى للمرة الأولى، حيث اجتمع قادة الصين وخمس دول من آسيا الوسطى يوم الثلاثاء في أستانا، عاصمة كازاخستان.

في خطوة تاريخية جديدة، شهدت القمة توقيع الدول الست على “معاهدة حُسن الجوار الدائم والتعاون الودي”.

قال الرئيس الصيني، Xi Jinping، في كلمته الرئيسية إن المعاهدة تهدف إلى ترسيخ مبدأ الصداقة الدائمة بين الدول في إطار قانوني.

قال Xi أثناء خطابه في القمة، التي شارك فيها رؤساء كازاخستان وقيرغيزستان وطاجيكستان وتركمانستان وأوزبكستان، “تُمثّل هذه الخطوة إنجازًا مهمًا للحاضر وأساسًا متينًا للمستقبل”.

دعم وتعزيز روح التعاون بين الصين وآسيا الوسطى

أشاد Xi يوم الثلاثاء بروح الصين ــ آسيا الوسطى، التي تجسد أسس الاحترام المتبادل والثقة المتبادلة والمنفعة المتبادلة والمساعدة المتبادلة من أجل السعي المشترك نحو التحديث من خلال التنمية عالية الجودة.

في عام 2020، اقترحت الصين إنشاء آلية تحت اسم الصين ــ آسيا الوسطى. اقترحت الدول في عام 2022 الارتقاء بالآلية إلى مستوى رؤساء الدول خلال قمة افتراضية أُقيمت بمناسبة الذكرى الثلاثين لإقامة علاقاتها الدبلوماسية.

تم تنفيذ هذا المقترح في القمة الافتتاحية بين الصين وآسيا الوسطى عام 2023 في مدينة شيان شمال غربي الصين، حيث اتفق القادة على عقد هذا الاجتماع رفيع المستوى كل عامين بالتناوب بين الصين ودول آسيا الوسطى.

قال Xi إن التوافق الذي تم التوصل إليه خلال القمة الأولى تم تنفيذه بالكامل بعد مرور عامين، مضيفًا أن مسار التعاون يشهد توسعًا مستمرًا، وأن أواصر الصداقة تزداد ازدهارًا.

أظهر استطلاع حديث أجرته شبكة CGTN أن 90% من المشاركين يرون أن آلية الصين ــ آسيا الوسطى لا تقوم على التنافس أو الصراع، بل تُشكِّل إطارًا يسعى فيه الجانبان إلى تحقيق الاستقرار والتنمية والتعاون البنّاء نحو المستقبل.

حتى الآن، أقامت الصين شراكات استراتيجية شاملة، ووقّعت اتفاقيات تعاون ضمن إطار مبادرة “الحزام والطريق”، وطبّقت رؤية بناء مجتمع ذي مستقبل مشترك على المستوى الثنائي مع جميع دول آسيا الوسطى الخمس.

حثّ Xi، يوم الثلاثاء، الصين وآسيا الوسطى على تعزيز إطار التعاون بينهما ليكون أكثر تركيزًا على النتائج وأكثر فعالية وأعمق تكاملاً.

كما شدَّد على أهمية بذل الجهود لتركيز التعاون على تسهيل التجارة، والاستثمار الصناعي، والترابط الإقليمي، والتعدين الأخضر، وتحديث القطاع الزراعي، وتبادل الكفاءات، مع الدفع بمزيد من المشاريع إلى حيز التنفيذ الفعلي.
