Professor Siebert ist Professor für Public Health, medizinische Entscheidungsfindung und Gesundheitstechnologiebewertung sowie Leiter des Instituts für Public Health, Medical Decision Making und Health Technology Assessment an der UMIT TIROL – Universität für Gesundheitswissenschaften und -technologie in Tirol, Österreich. Er ist zudem Adjunct Professor für Health Policy und Management sowie Epidemiologie an der Harvard T.H. Chan School of Public Health und affiliierter Forscher am Center for Health Technology Assessment am Mass General Brigham an der Harvard Medical School.

Als ausgebildeter Mediziner begann Professor Siebert seine berufliche Laufbahn mit der Mitarbeit in internationalen Public Health Projekten in Westafrika, Brasilien und Deutschland, bevor er sich in den Bereichen öffentliche Gesundheit, Epidemiologie und Entscheidungswissenschaften spezialisierte. Er erwarb seinen Magister in Public Health an der medizinischen Fakultät der Ludwig-Maximilians-Universität München sowie seinen Master of Science in Epidemiology und seinen Doctor of Science in Health Policy and Management an der Harvard School of Public Health.

Professor Siebert ist ehemaliger Präsident der SMDM und war zuletzt Präsident der ISPOR – The Professional Society for Health Economics and Outcomes Research. Im Laufe seiner Karriere beriet er Regierungsgremien, Health Technology Assessment Institutionen, Fachgesellschaften und internationale Gesundheitsorganisationen bei Fragen der evidenzbasierten Politikgestaltung und Entscheidungsfindung im Gesundheitswesen. Einer der bewegendsten Momente in Professor Sieberts Rede war, als er über den tiefgreifenden Einfluss seines langjährigen Mentors Milton Weinstein, PhD, reflektierte, dessen Kurs an der Harvard University ihn erstmals mit der Entscheidungsanalyse vertraut machte und letztendlich die Richtung seiner wissenschaftlichen Laufbahn prägte. محكمة مصرية تدين مشغّلي «ستريم إيست» في قضية جنائية بارزة لمكافحة القرصنة

رحّب التحالف من أجل الإبداع والترفيه (ACE)، وهو التحالف العالمي الرائد في مكافحة القرصنة، اليوم بالحكم البارز الصادر عن محكمة القاهرة الاقتصادية بحق اثنين من مشغّلي خدمة البث غير المشروعة «ستريم إيست» (StreamEast). ويُعد هذا الحكم أحد أبرز الأحكام الجنائية الصادرة في قضايا القرصنة في مصر ومنطقة الشرق الأوسط وشمال أفريقيا.

وأدانت المحكمة كلا المتهمين بارتكاب جريمة التعدي على حقوق المؤلف، وقضت بمعاقبة كل منهما بالحبس لمدة عامين. كما فرضت على كل متهم غرامات جنائية بإجمالي 5.5 ملايين جنيه مصري (ما يعادل نحو 110 آلاف دولار أمريكي)، وأمرت بمصادرة الأصول المستخدمة في نشاط القرصنة، وإغلاق عدد من أسماء النطاق المرتبطة بشبكة البث غير المشروعة.

وسجلت شبكة «ستريم إيست»، من خلال شبكة تضم 80 اسم نطاق مرتبطاً بها، أكثر من 1.6 مليار زيارة قبل إغلاقها في عام 2025، ما جعلها أكبر شبكة في العالم للبث المباشر غير المشروع للمحتوى الرياضي. وبالتعاون مع السلطات المصرية، قاد التحالف من أجل الإبداع والترفيه التحقيق الذي أفضى إلى تنفيذ عملية إنفاذ منسّقة في أغسطس 2025 وإغلاق الشبكة.

وقال تشارلز ريفكين، رئيس مجلس الإدارة والرئيس التنفيذي لجمعية الأفلام السينمائية (Motion Picture Association – MPA) ورئيس مجلس إدارة التحالف من أجل الإبداع والترفيه: «يبعث حكم اليوم برسالة قوية لا لبس فيها مفادها أن القرصنة الرقمية تشكل تهديداً خطيراً للمبدعين والجمهور في مصر وخارجها، وأن كل من يتربّح منها سيواجه عواقب قانونية جسيمة. ويبرهن تعاوننا مع السلطات المصرية وتحركنا ضد شبكة ستريم إيست على تنامي عزم الحكومات في مختلف أنحاء المنطقة على حماية الصناعات الإبداعية والمستهلكين والأسواق الرقمية المشروعة».

ويعكس الحكم استمرار التزام السلطات القضائية وجهات إنفاذ القانون المصرية بمكافحة القرصنة الرقمية المنظمة وحماية حقوق الملكية الفكرية.

وإضافة إلى العقوبات الجنائية، قضت المحكمة بقبول الدعوى المدنية المقامة من شركة كابل نتورك إيجيبت (CNE)، وألزمت المتهمين بأداء تعويض مدني مؤقت والمصروفات القانونية ذات الصلة.

كما أمر الحكم بإغلاق عدد من المواقع الإلكترونية المخالفة. ورغم أن أسماء النطاق هذه نُقلت إلى التحالف من أجل الإبداع والترفيه خلال عملية الإنفاذ التي نُفذت في أغسطس 2025، وأنها متوقفة بالفعل عن العمل، فإن تضمين الحكم أمراً قضائياً صريحاً بإغلاقها يشكل سابقة قانونية مهمة من شأنها تعزيز جهود الإنفاذ الجنائي لحقوق المؤلف مستقبلاً في مصر.

كذلك أمر الحكم بمصادرة أجهزة الحاسب الآلي والهواتف المحمولة ومعدات الشبكات والأصول المالية والبطاقات المصرفية التي ضُبطت خلال التحقيق، فضلاً عن نشر الحكم على نفقة المتهمين.

Egyptian Court Convicts StreamEast Operators in Landmark Criminal Piracy Case

LOS ANGELES, July 21, 2026 (GLOBE NEWSWIRE) — The Alliance for Creativity and Entertainment (ACE), the world's leading anti-piracy coalition, today welcomed a landmark judgment issued by the Cairo Economic Court against two operators of the illegal streaming service StreamEast, marking one of the most significant criminal piracy rulings in Egypt and the Middle East and North Africa (MENA) region.

The court found both defendants guilty of copyright infringement and sentenced each to two years' imprisonment. The court also imposed criminal fines totaling EGP 5.5 million (approximately US$110,000) per defendant, ordered the confiscation of assets used in the piracy operation, and directed the closure of multiple infringing domains associated with the illegal streaming network.

Through its 80 associated domains, the StreamEast network logged more than 1.6 billion visits before its 2025 shutdown, making it the world’s largest illicit live sports streaming operation. Working with Egyptian authorities, ACE led the investigation that culminated in the coordinated enforcement action carried out in August 2025 and the shutdown of the network.

The judgment reflects the continued commitment of Egyptian judicial and law enforcement authorities to combating organized digital piracy and protecting intellectual property rights.

In addition to the criminal penalties, the court granted the civil claim brought by Cable Network Egypt (CNE), ordering the defendants to pay provisional civil compensation and associated legal costs.

The judgment also ordered the closure of several infringing websites. While these domains were transferred to ACE during an enforcement operation in August 2025 and are already offline, the inclusion of a formal domain closure order represents an important legal precedent that could strengthen future criminal copyright enforcement efforts in Egypt.

The ruling further ordered the confiscation of computers, mobile phones, networking equipment, financial assets, and bank cards seized during the investigation, as well as publication of the judgment at the defendants' expense.

The StreamEast investigation has been one of ACE's largest criminal piracy matters in the MENA region, reflecting extensive cooperation between ACE, the Egyptian Ministry of Interior, the Economic Affairs and Money Laundering Prosecution, the Cairo Economic Court, and industry partners.
